What does blackbaiting mean?

Originally, Black baiting was a tactic used by segregationists in the South, and I would imagine, the North, to show how violent Black people were in order to justify institutional racism. The tactic was also used on communists "red baiting" during the Cold War to justify abuses of personal freedom and privacy. Currently I believe, black baiting is used to describe the tactics used by the government authorities to paint Anarchists (who at times don the black hoodie) as violent and in need of having their 1st, 2nd, 4th, and 5th amendment rights stripped. As you may know, there is evidence that much of the violence blamed on anarchists is often being done by "agent provocateurs" either members of or in the employ of the authorities.

It is a relatively effective tool for silencing dissent, especially from the left, because movements like OWS have to spend time distancing themselves from these so called violent elements.
